Create the Draft's Video Collection
POST/drafts/:draftId/video-collection
Creates the place on the video provider where the draft's videos are kept. It is done once, before the first video. Needs the video:create scope. Send Authorization: Bearer <token>: the login token of a person who can work on the draft, or a draft key (wrd_...) with the scope this route needs. A draft key works only for the draft in the address.

Not authenticated
The token is not allowed to do this. A draft key needs the video:create scope; a person needs the same permission on the draft.
